IV) Enhancing Course Safety by Enforcing Rules and Regulations

As you know, as Marshall/Ranger, you’re responsible for maintaining safe play. The way you do that is by enforcing of the rules of golf and the rules for our course. At times this can be challenging, so, to be successful, you’ll need to maintain a pleasant, positive attitude at all times.

By thinking in terms of helping golfers to obey the rules so that everyone can have a safe, pleasant playing experience you create the correct mindset to be our Goodwill Ambassador.

The Three-Step Process for Enhancing Course Safety

Think of enhancing course safety and enforcing rules as a three-step process:

1. Courteously tell players about the problem and offer suggestions to help them obey the rules.

2. If the problem continues, warn the golfers sternly and repeat your suggestions.

3. If there is still a problem, ask the Head Golf Professional to remove the violators from the course and refund their fees.

Maintaining Course Safety

Here’s how you can maintain our course safety through the interpretation and enforcement of golf and Lonely Pine rules and regulations:

1. Educate customers about and enforce the rules of golf.

2. Encourage proper use of Golf Carts.

3. Enforce Cart safety.

4. Resolve problems that occur between individuals or groups of individuals.

5. Patrol the golf course to remove non-players, animals, and children away from the area of play.

Let’s look at each of these one by one:

Educate Customers about and Enforces the Rules of Golf

It may seem obvious, but in order to educate and enforce rules and regulations you need to know them. Part of our system is for you to review these with your supervisor. If you ever have a question about any rule or regulation, feel free to ask your supervisor.

Encouraging Proper Use of Golf Carts

Customers sometimes need to be reminded that powered and pull carts must be kept off tees, at least 30 feet from greens and on paths where provided.

If you should discover a player driving his cart where he is not supposed to drive, approach the offending player and politely say, “Sir/madam, To maintain the course I need to ask you to please keep your carts outside the ropes and away from the greens.”

If you discover a player driving his cart where he is not supposed to drive a 2nd time, unless they are presenting a safety hazard to themselves or others (see enforce cart safety) Ignore the Problem. It is not worth the effort. If they ignored your warning the first time they’re just going to keep doing it every time you leave anyway.

Enforcing Cart Safety

The following are the rules for cart safety and what to do if you find players driving their carts in an unsafe manner.

1. There should be a maximum of two bags and two riders per powered cart. Carts with more than two players can easily tip over. Carts with more than two bags can lose their cargo.

If you discover more than two players or two bags wait for the cart to stop and then tell the driver, “Sir, for your own safety and for the safety of the other players in your cart, I need to ask you to carry only two passengers and two bags per cart. Did something happen to your other cart?”

If they answer “No” tell them, “Have one of your passengers ride in the other cart, okay?”

And/or

“Then I need to ask you to please load the extra bag in the other cart.”

If the answer is yes find out what is wrong and resolve the issue with the cart.

If the group answers, “Okay,” to your request, tell them, “Thank you and thanks for playing at Lonely Pine Golf Club!”

Go back on your scheduled route but be sure to check in on the group when you pass them on the course again.

2. Carts must be driven carefully and safely. If you witness or are told of a cart being driven in an unsafe manner, wait for the cart to stop and then politely tell the driver, “Sir, for your own safety and for the safety of other players on the course I need to ask you to drive your cart in a safe manner.”

If you discover players driving carts in an unsafe manner the 2nd time, call your supervisor and ask for instruction and assistance.

3. All drivers must be of age to drive and have a valid driver’s license. If you encounter an under-aged cart driver, approach the cart and ask to speak with the parent or guardian. Politely explain our policy, “Sir/Ma’am I am sorry but our insurance company does not allow anyone without a valid driver’s license to operate a golf cart. These rules are strictly enforced for your safety, your child’s safety and our protection.”

4. Broken cart: If you encounter a broken or injured cart offer yours as a replacement at once. Then, call the Golf Shop and ask for someone to come and get you, along with an extra cart.

When the cart arrives, go to the original group and give them the replacement cart (we don’t want them riding around in the Ranger cart for the rest of the day).

5. Cart in water: Call the Golf Shop and report the incident. They’ll call maintenance to have them send out a tractor. Fill out an incident report.

Resolving Problems that Occur between Individuals or Groups of Individuals

Hitting into Group in Front

As you know this problem is one that can often occur. You need to remember your title of Course Ambassador as you go to resolve this one.

For this example, the group behind (Group B) hits into the group in front (Group A) causing them to complain to you. They inform you that the group behind them just hit into them.

First, listen to their complaint and then promise to talk with group B at once. Tell them, “I will go and check with them immediately.”

Drive back to group in question.

Once you approach the group say, “Gentlemen the group in front are concerned about your shots landing too close to them while they’re still on the green/fairway.”

Wait and listen to their response.

If Group B responds: “It hit a sprinkler, the wind gusted, it went further than it should have, I didn’t mean it.

Tell them, “In that case allow me to forward your apologies to the group in front. Thanks for playing at Lonely Pine Golf Club!”

If Group B responds: “They are too slow! Tell them to hurry up!” or words to that effect.

Tell them, “Let me check their pace of play with the Golf Shop.”

Call the Golf Shop to check on their actual tee off time and pace of play.

If they are out of position say: “They do seem to be a little behind I’ll go and talk with them! In the mean time please give them a little extra time to get out of the way before you hit. Thanks for playing at Lonely Pine Golf Club!”

If they are not out of position say: “According to our tee sheets they are not out of position even though it may seem they’re playing a bit slower than you’d like. Please be patient and give them a little more time to get out of the way. Thanks for playing at Lonely Pine Golf Club!”

Rowdy Behavior and/or Problems Caused by Intoxication or other Substance Abuse

A group behind (Group B) complains of another group (Group A) being loud and obnoxious or that the group seems intoxicated.

First, promise to talk with group A at once and say.
“I will go and check with them immediately.”

Immediately call the Golf Shop and ask for a manger to assist you. When the manager arrives drive to the group in question. Let the manager talk with the group as your observe from your cart. Your manager will give you direction as to what he wants you to do.

Patrol the golf course to remove non-players, animals, and children away from the area of play

For the safety of the players and any trespassers, we must keep the course clear of anyone, or anything, not playing the game of golf.

Trespassing Children and/or Teenagers

So that we can avoid problems in the future, and perhaps encourage future play, we need to remember to treat children and teens with courtesy, respect and care no matter how they might respond to you! Making them angry can sometimes result in unnecessary vandalism on the course at a later date.

If you discover children or teenagers on the course take a few minutes to explain WHY they can’t be on the course. Tell them, “Hi Fellows, while I realize you are having a good time out here on the course you are in fact in danger. These golf balls a can cause serious injuries, and to tell you the truth, a bunch of the guys who play out here don’t hit it very straight. For your own safety please remove yourself from the course out of harms way. Thanks.”

Trespassing Adults

Many adults think that because this is a public golf course that it’s public property, it’s not! While a guy walking his dog late at night or early in the morning is not a problem people on the course at the same time as play is occurring is a problem.

Help them understand the reasons we need to keep them off the course. You can let them know in a polite manner saying, “Good morning/afternoon Sir/Madam. While this is a public golf course it is, in fact, private property for the use of paid players only. You could be in danger of serious injury from a stray golf ball and our insurance will not cover you! Please remove yourself from the golf course and out of harms way.”

Dogs loose on the course

Whatever you do don’t try to catch the dog. That could cause you a large bite! Call into the Golf Shop and have them call the dogcatcher.


V) Marshall/ Ranger Course Maintenance

In the morning, after you check in with the Golf Shop, you need to drive the course. As you know, the Marshall/Ranger always drives in the reverse order of play, starting at the 18th Tee, yielding to the players. Your first round may take a little longer, depending on the problems you encounter, but after that try to make a round about every hour.

During your first round, help make sure that the course is ready for play. Check the course for problems as well as any unsafe conditions. If you find any, write them on your Marshall/Ranger Check Sheet and contact the Golf Shop immediately.

Some of the things you need check for as you make your rounds are as follows:

a) Be aware of the signage and if one gets knocked over or damaged replace it and/or call the Golf Shop and report it immediately.

b) Constantly check the directional flags as you make your rounds. If you notice a problem with the directional flags or anything else to do with course flow, we need you to contact the Golf Shop and report it immediately.

c) Constantly check bunkers as you make your rounds. If you notice a rake missing at a bunker, see if you can locate the rake. If you can’t or you find a bunker that looks exceptionally in need of raking contact the Golf Shop and report it immediately.

d) Constantly keep an eye on the path barriers. If you notice a problem with one of the path barriers contact the Golf Shop and report it immediately.

e) Check the bathrooms for cleanliness every time you round the course. Report any cleanliness issues to the Golf Shop immediately.

The afternoon Marshall/Ranger should check the bathrooms for cleanliness at 3 PM. This way if there is a problem the maintenance crew will still be here and able to solve the problem.

f) Check the ball washers at the beginning of your shift for water. If they require filling contact the Golf Shop and report it immediately.

g) Check the drinking water and cup supply at the beginning of your shift and then keep checking them constantly. This can be especially important on hot days. If they require filling or they need cups contact the Golf Shop and report it immediately.

Unsafe Conditions

Help keep our golf course safe. If you encounter any unsafe conditions write them on your Marshall/Ranger Check Sheet and report them to the Golf Shop immediately.

The following would be considered problems or unsafe:
a) Evidence of vandalism or damage, especially to fences, gates, cart paths, and maintenance areas.
b) Damage to protective fences.
c) Water leaks.
d) Wind damage.
e) Cup changes.
f) Flags missing.
g) Tee blocks in good areas.
h) Benches moved.
i) Greens in poor condition (too wet, dry, etc.)

Daily Procedures Morning Player Assistance

Your goal everyday is to make our guest’s day more enjoyable. Be our Course Ambassador, make them feel wanted and help them get around the course in 4 hours or less!
Note: Throughout your day help keep our course a pleasant visual experience. Pick any trash you see right away!
Note: Check with the starter on speed of play every 20 minutes or as needed

7.00 am Set up
Check in with Golf Shop staff at your scheduled time.
Pick up a copy of the day’s tee sheet.
Pick up a radio
Pick up your clipboard
Pick up “Player Assistance” designated cart with flag, sign & oxygen.
Pick up six jar balls
Get three spare flags from cart barn, one of each color
Pick up range keys from drawer under Golf Shop register
Drive your cart directly to the course

7.15 am Drive all 18 holes
Check for damage, missing flags, missing tee markers, etc.
Pick up all loose trash
Make sure fresh water cooler, ice and cup supply has been taken out by maintenance and set up. If it’s not set up, please report to the Golf Shop.
As you drive the course check to make sure each bathroom is unlocked. If not, unlock the bathrooms.
Check the bathrooms for damage and that they are well supplied with toilet paper and paper towels. Also check for smells.

8.00 Front 9 run
Greet all groups introduce and offer assistance if needed. Highlight names as you greet each group.
“Hi, I am Bob Brown your Marshall/Ranger. If I can be of help just flag me down. “Thanks for playing at Lonely Pine Golf Club!”

9.15 Cruise holes 10-13

9.45 Cruise the front 9

10.15-11am Monitor holes 11-16 and keep play moving to get carts back in for afternoon players

11-12am Cruise the front 9

12 noon Brief afternoon player assistance team member on any problems
Hand in daily report to Golf Shop

Reminders:

1. Constantly check the directional flags as you make your rounds.
2. Constantly check bunkers as you make your rounds.
3. Constantly keep an eye on the path barriers.
4. Check the bathrooms for cleanliness every time you round the course
5. Check the ball washers at the beginning of your shift for water
6. Check the drinking water and cup supply at the beginning of your shift and then keep checking them constantly
7. Check for unsafe conditions these include:
a) Evidence of vandalism or damage, especially to fences, gates, cart paths, and maintenance areas.
b) Damage to protective fences.
c) Water leaks.
d) Wind damage.
e) Cup changes.

“Hi, I am Bob Brown your Marshall/Ranger. If I can be of help just flag me down. “Thanks for playing at Lonely Pine Golf Club!”

1 – 2 PM Drive the back nine
Check for damage, missing flags, missing tee markers, etc.
Pick up all loose trash
Check that bathrooms are well supplied with toilet paper and paper towels. Also check for smells.

2 – 3 PM Front 9 run

3 PM Check all the bathrooms for cleanliness.

3.30 PM Cruise holes 10-13

4:30 PM  Cruise the front 9

End of Day

Return your radio to Golf Shop and plug it in
Return your cart to the cart barn and plug it in
Hand in your daily report to Golf Shop.

Reminders:
1. Constantly check the directional flags as you make your rounds.
2. Constantly check bunkers as you make your rounds.
3. Constantly keep an eye on the path barriers.
